IEA at COP28: Creating demand for low-emissions hydrogen

Low-emissions hydrogen and hydrogen-based fuels will need to play an important role in transitioning to a net-zero energy system, as shown in the recent update of the IEA’s Net-Zero Emissions by 2050 Roadmap. Demand for low-emissions hydrogen and hydrogen-based fuels should grow quickly in the next decade, both to replace the demand for hydrogen produced from unabated fossil fuels in existing applications and expand to new sectors, including heavy industry, shipping, aviation, long-distance trucking, and power generation. Without robust demand, low-emissions hydrogen producers will not secure sufficient off-takers to unlock large-scale investments and accelerate deployment.

The International Energy Agency (IEA) and the World Business Council for Sustainable Development (WBCSD) are jointly organising an event to find ways to address the challenge of demand creation for low-emission hydrogen. Based on the latest findings from the IEA’s Global Hydrogen Review 2023 and WBCSD’s sector-specific recommendations on policy strategies to grow decarbonised hydrogen demand, this event will delve into the policy support mechanisms that stimulate demand for low-emissions hydrogen in hard-to-abate sectors. From this discussion, the audience will be able to concretely identify how to design and implement policy measures to scale up low-emission hydrogen demand and accelerate investment decisions on the supply side.
