Auctioning cost is the cost of a generator to purchase one Chinese Emissions Allowance (CEA) in allowance auctions. For the comparison on total system costs we exclude the auctioning cost for the ETS+Auction Scenario because, from a system perspective, auctioning costs and revenues can be balanced.
