Federal Law No. 69-FZ on Gas Supply in the Russian Federation

The law states that the owners of gas supply systems must ensure non-discriminatory access to the free capacity of their gas transmission and distribution networks for any organisations operating on the territory of the Russian Federation. First of all, access is provided to suppliers for the transportation of dry gas from gasoline obtained as a result of processing of petroleum (associated) gas (Art. 27). This ensures that producers will have access to existing transportation infrastructure in order to transport associated gas.

The law also states that in the event of an accident in the gas supply system, the owners/operators are obliged to fully compensate the damage caused by it to the owners of the land plots through which the forces and means for eliminating the accident were delivered. (Art. 28)

Legal entities and individuals guilty of accidents and disasters at gas supply facilities, including accidents and disasters arising from latent defects in materials, equipment, and poor-quality construction and installation work, are liable. (Art. 32)
