Ensuring access by all consumers to the essential service of electricity supply, regardless of who provides it, raises the need that the supply is assured, particularly for the most economically vulnerable customers. Under the National Energy Strategy (ENE 2020), the Decree-Law N º 138-A/2010 of 28 December creates a Social Tariff for the supply of electricity to the most economically vulnerable customers. The eligibility criteria are linked with entitlement to benefits allocated by the national Social Security System.
