Management Regulation of Energy Consumption (RGCE)
Energy efficiency has been promoted in the industrial sector, through the application of the Management Regulation of Energy Consumption (RGCE). This Regulation has been applied to energy-intensive companies (those with annual energy consumption higher than 1000 toe), imposes binding energy audits with a 5 year periodicity and establishes goals for the progressive reduction of specific energy consumption (at least 5% over the five-year period).
Facilities operators are obliged to conduct an energy audit, elaborate and present to the DGEG an Energy Consumption Rationalization Plan (PRCE), establishing targets for specific energy consumption objectives. The five-year Rationalization Plan comprises the modifications and / or transformations to be implemented, as a result of the energy audit. RGCE also obliges the enterprises to monitor their PRCE through annual reports, in order to assure the successful implementation of the energy efficiency measures, namely, energy management systems, installation of compressors with Variable Speed Drives (VSD), condenser batteries for reactive energy compensation, replacement of electrical motors with high efficiency equipment, replacement of traditional lighting systems with lighting control automatic systems.
