This policy supports the implementation of the National Energy Policy 2009-2030 which seeks to provide “affordable and accessible energy supplies with long-term energy security.”

The creation of this policy was a specific response to the National Energy Policy which calls for the development of the energy sector especially in areas related to renewables, diversification fuels, biofuels and waste-to-energy.

This policy also will support the attainment of the vision set out in the National Renewable Energy Policy 2009 – 2030, which is expected to create a “well developed, vibrant and diversified renewable energy sector that optimally utilizes indigenous renewable energy resources.”

The strategic framework presents the desired outcomes related to achieving four goals:

  • Goal 1: The economic, infrastructural and planning conditions conducive to the sustainable development of the biofuels sector, supported by intersectoral collaboration
  • Goal 2: Innovative and clean technologies facilitating a secure supply of biofuels into local and national distribution systems
  • Goal 3: A well-defined governance, institutional, legal and regulatory framework for the development of the biofuels sector
  • Goal 4: Jamaicans have the technical capacity and knowledge for the development, deployment, management and use of biofuels
