The programme created by the Decree 29635 of 2008 establishes the Electricity for Decent Living setting the goals to achieve universal electricity access by 2015 in urban areas and 2025 in rural.

The interim goals for rural areas are 70% of electricity access by 2015 and 87% by 2020. This program promotes the use of solar PV, wind power and small hydro in order to achieve these goals. This program also combines pre-existing rural energy access initiatives and projects, for example the "Decentralized Infrastructure for Rural Transformation".
