Duty of negotiations on third party access to district heating networks

In July 2013 the Energy Act was amended to include a duty for district heating licensee to negotiate if they receive an enquiry from a third party on delivery or access to the district heating network. This amendment was done to facilitate efficient use of heating resources. The duty to negotiation is not a duty to receive deliveries from third parties or to grant third party access.
