National Renewable Energy Action Plan (NREAP)

Under EU Directive 2009/28/EC all EU countries were obliged to draft and submit detailed roadmaps of how they are planning to reach their EU 2020 targets. In 2010 Romania structured and submitted to the EU its National Renewable Energy Action Plan (NREAP)in which it outlines how increase of REs, energy efficiency and cuts in greenhouse gases emissions will be reached by 2020.

Plan outlines targets for electricity generation from renewable sources for Romania to reach levels of 33% in 2010, 35% in 2015 and 38% in 2020.

The overall target is 24% of RES in gross final energy consumption.

This measure will by achieved by:

  • Drawing and approving of the RES Valuation Strategy;
  • Drawing and approving of the Energy Strategy of Romania for 2007-2020 period;
  • Carrying out Joint Implementation type projects (according to the Kyoto Protocol);
  • Implementing of the mandatory shares system combined with Green Certificates (GCs) trading for E-RES;
  • Issuance of origin guarantees for electricity produced from RES;
  • Implement biofuels blending mandates;
  • Establishment of regional state aid scheme on RES valuation (targeting large E-RES plants);
  • Drawing and approving of the national programmes for increase of energy efficiency;
  • Programme on the production of energy from RES: wind power, geothermal and solar energy, biomass and hydro-energy;
  • Implementing state-aid programme supporting development of biofuels production.

Above mentioned will be accompanied by implementation of an appropriate legal framework (primary and secondary legislation).
