White Paper on renewable sources of energy
The White Paper establishes a strategic goal of achieving a 12% penetration of renewable energy sources (RES) in the Union by 2010. This overall goal would require individual member states to establish RES targets. Identifies possible growth sector areas for RES:
-Biomass
-Wind energy
-Solar thermal collectors
-Smaller contributions from: photovoltaics, geothermal energy, and heat pumps
-Passive solar for heating and cooling demand in buildings
The white paper proposes various measures to be undertaken in order to achieve the above target, including:
-Implementation of the electricity Directive, allowing preference to be given to RES-E
-Developing electricity transmission and distribution networks so as to be favourable to RES-E
-Promoting the use of RES in buildings
-Supporting use of financial and fiscal schemes to promote RES-E in Member States
-Reinforcing priority given to RES in Community actions
-Strengthening cooperation between Member States in RD&D
-A campaign for take off of renewable energy, promoting the implementation of projects in various renewable energy sectors (photovoltaic systems, large wind farms, biomass installations, integrating renewable energy in communities)
