Concessions for District Heating
District heating is regulated by the Energy Act. All district heating plants with a total heat capacity exceeding 10MW are obliged to have a district heating concession. A concession is also necessary for the municipality to make connection to the district heating system mandatory for all new buildings in the geographical area covered by the concession. District heating installations included in the system of mandatory connection to a grid are not permitted to charge a higher price than for the equivalent amount of electrical heating in the same area. Since 1997, the authorities have provided support for the utilisation of bioenergy and other renewable energy sources to produce heat. Enova manages financial support for district heating.
