Business development grants for start-ups to work on R&D-intensive challenges and collaborate with the not-for-profit sector. The Small Business Innovation Research (SBIR) is the largest public innovation programme of the United States and provides funding for non-energy specific technology demonstration projects in small businesses. The SBIR was established as part of the Small Business Innovation Development Act of 1982 with the aim of better integrating small businesses in federally-funded R&D programmes. It requires federal agencies with a budget greater than USD 100 million to use 3.2% of the extramural research budget for competitive grants and contracts that are awarded in two successive funding phases: concept (phase I) and prototype development (phase II). Through FY2019, over 179,000 awards have been made totalling more than USD 54.3 billion.
