This federal program, administrated by the Ministry of Economics, encouraged increased use of renewable energy via capital subsidies (up to a limit which varied by technology). Particular emphasis was given to solar collectors and heat pumps, small hydropower installations, large wind turbines (450 kW to 2 MW), PV installations greater than 1 kW, and biomass installations. Solar water heaters for swimming pools and geothermal applications were excluded.
