In September 2009, the National Enterprise of Energy Technology Development of Korea has secured its grounds by passing and enforcing the Energy Act. Under this law, KEMCO and KETEP, both affiliated agencies of MOTIE, have undertaken a pivotal role for managing government funded researches for renewable energy sources. In 2006, MOTIE had provided $52 million under the First National Energy Technology Development Plan. By 2010, the government have expanded the funding to $169 million, almost triple within four years. For Renewable energy, KETEP have spent $22 million in 2011 out of total $74 million R & D budget. The investment in renewable energy is consistently growing every year.
