The main emphasis of the program is on reorganizing the network of general education schools in order to adapt the school network to demographic changes and to ensure equal access to quality education throughout Estonia.

The program supports the creation of upper secondary schools and state upper secondary schools, the organization of which prepares the student for study at a higher education institution or vocational school.
