Heat Planning Act

Last updated: 5 August 2024

The Heat Planning Act requires local competent authorities to develop a plan to decarbonise the heat supply by 2045. The deadline to submit the first plan is June 2026 for large municipalities and June 2028 for smaller municipalities.

It is supposed to be updated every five years and includes an analysis of potential sources for renewable energy or waste heat. The plan is not legally binding, but rather has a coordinating function for local stakeholders. It analyses heating appliances and energy demand for heating, potentials for renewable energy, trajectories to achieve the goal of climate neutrality with milestones as well as strategies to implement the plan. It also contains binding provision for operators of district heating systems to meet minimum requirements for renewable energy or waste heat by 2030, 2040 and climate neutrality by 2045.
