Vietnam-US Bilateral Trade Agreement (BTA)

On July, 2000, the Governments of Vietnam and the United States signed a Bilateral Trade Agreement (BTA), which covers trade in goods, protection of intellectual property rights, trade in services, investment protection, business facilitation, and transparency. The agreement  significantly reduced tariffs on Vietnamese products entering the US from around 40% to approximately 3%.

Energy sectors covered include: 

  • Electrical energy
  • Fuel
  • Metal ore
  • Road vehicles

The rules of origin established by the agreement notably state that: 

  • Goods must undergo substantial processing in Vietnam or the US
  • Goods must be shipped directly between the two countries, staying under customs control if passing through a third country
