Export of ferrous and non-ferrous waste and scrap metal

In 2013, South Africa established a Price Preference System (PPS) aimed at improving the availability and affordability of scrap metals in the domestic market. 

The measure was extended until 2027 by the Ministry of Trade, Industry, and Competition of South Africa. 

The following conditions apply for the exportation of scrap metals:

- Ferrous and non-ferrous waste and scrap metal cannot be exported unless they have first been offered to domestic users
- Increased controls in the application for export permits.


Price preference calculations for scrap metal are done ITAC on a regular basis to determine local market prices, based on international benchmark prices  and in view of providing a preferential price to domestic users.

Separately, a temporary prohibition of scrap metal exports was implemented in 2022 and 2023.
