Foreign Trade Policy 2023

The Foreign Trade Policy (FTP) 2023 is a domestic trade policy enacted by the Indian Directorate General of Foreign Trade which builds upon the framework of the FTP 2015-2020. The FTP consists of a series of export support measures which aim to boost exports and employment as per the Government of India’s ‘Make in India’ mandate. 

The FTP comprises two main support measures: the Merchandise Exports from India Scheme (MEIS) and the Service Exports from India Scheme (SEIS), which provide duty credit scrips to specific manufacturers and service providers which can be used to reimburse GST, customs duties, etc. The energy sector comes under the scope of Green Technology Products under the Export Promotion of Capital Goods (EPCG) Scheme, an export support measure that allows the import of capital goods at zero customs duty in order to promote export production. Green Technology products include the following:

  • Battery electric vehicles of all types;
  • Nuclear reactors;
  • Equipment for solar energy decentralized and grid connected products;
  • Bio-mass gasifier, bio-mass/waste boiler;
  • Vapour absorption chillers;
  • Waste heat boiler;
  • Waste heat recovery units, unfired heat recovery steam generators;
  • Wind turbine
  • Solar collector and parts thereof
  • Water treatment plants
  • Wind mill, wind mill turbine/engine, other generating sets;
  • Electrically operated vehicles (motor cars, lorries and trucks, motor cycles/mopeds);
  • Solar cells
