Notification on Export-Imports

Notification of Export-Imports is a Ministry of Trade, Industry, and Energy (MOTIE) regulation under statutory authority provided by the Foreign Trade Act which lists, among others, items banned from export (Attachment 1), limited from export (Attachment 2), and limited from import (Attachment 3). The provisions of the Foreign Trade Act provides the MOTIE with broad authority to introduce bans and controls as needed to support industrial policy goals and to maintain domestic industrial competitiveness. Such broad authority is directly and indirectly relevant to Korea's manufacturing capacity in clean energy sectors.

The notification was first established in 2008 and undergoes regular updates. The current version was last revised in 2022 to reflect changes in EU and UK safeguard measures on steel products.

Items limited from export include: 

  • Steel items under the HS codes 7206 through 7229; 7301, 7302, 7304, 7305, and 7306.


Export of above items to the US, EU, and the UK are subject to export licenses granted by the Korea Iron & Steel Organization, the industry group for Korean steelmakers, as delegated by the Foreign Trade Act. The purpose of the export licensing procedure is to coordinate export quotas among Korean steelmakers in response to safeguard/import control measures introduced by the US, EU, and the UK.

Items limited for import include:

  • Turbo jet engine for aircraft use
  • Turbo propeller engine for aircraft use 
  • Gas turbine engine for aircraft use 
  • Turbo jet or turbo propeller engine components for aircraft use
  • Pumps for liquids, whether or not fitted with a measuring device; liquid elevators for aircraft use
  • Vacuum pumps for aircraft use
  • Fans for aircraft use
  • Other fans for aircraft use
  • Hoods for aircraft use
  • Air pumps for aircraft use


Import of above items are subject to import licenses granted by the Korea Aerospace Industries Association, the industry group for Korean aerospace manufacturers, as delegated by the Foreign Trade Act. The purpose of the import licensing procedure is to protect the domestic aerospace industry.
