The Plan for the Development of Marine Energy and Mineral Resource

This Plan outlines Japan's strategy for developing ocean-derived energy and mineral resources, includingmethane hydrate, oil and natural gas, submarine hydrothermal deposits, cobalt rich crust, manganese nodules, rare earth mud, etc. that naturally occur in Japan's territorial waters and exclusive economic zones.  If commercialised, these resources can contribute to improving Japan's self-sufficiency without being influenced by international circumstances and geopolitical risks. 

While aiming for the commercialisation of these naturally occurring resources, Japan will promote industrialisation, such as the establishment of technologies and systems, including the understanding of resource quantities and environmental aspects, so that they can be developed and produced at any time in accordance with domestic and international conditions.
