Rural Electrification Fund's programmes

The Rural Electrification Fund (REF), established in 2004 to accelerate the development of rural electrification in Cambodia,  has continued to deliver its programmes under collaboration of both government and external parties. 
In 2021, REF’s funding were coming from the power company Electricity of Cambodia (EDC) with KHR 495.56, and the german investment bank Kreditanstakt für Wiederaufbau (KfW) with KHP 3.16 billion.

The fund includes:

  •  Programme for Power to Poor (P2P)
  •  Programme for Solar Home System (SHS) 
  •  Programme for Providing Assistance to Improve Existing and Develop Electricity Infrastructure in Rural Areas
  •  Programme for providing subsidy, under the framework of Strategic Planning for Reduction the rate and Gap of the tariff for sale of the electricity in the Kingdom of Cambodia for the year 2015-2021
  • Programme for Promoting Access to Grid Electricity for ID Poor Household (P2P for ID Poor HH) under Output Based Aid (OBA)
  • Power to the Poor Programme by providing of $50 subsidy per household 
  • Programme for Providing Electricity for Pumping for Agriculture Irrigation Uses
