2023 Temporary electricity consumer support

In order to shield consumers from the effects of the global energy crisis, the Government of Finland enacted additional temporary support measures in 2023:

  • Compensation payments for electricity expenses incurred from November 2022 to January 2023 when the electricity price exceeded a EUR 90 threshold. The compensation covered 50% of the electricity price originally invoiced, VAT included. 
  • A temporary 60% electricity tax credit for households facing bills above EUR 2,000 in January-April 2023. The tax credit  the household had the opportunity to apply for a 60 per cent tax credit for electricity. 
  • Additional financial support to low-income households facing bills above EUR 400 in January-April 2023, covering 60% of the electricity cost.

In addition, the electricity VAT was reduced to 10% from December 2022 to April 2023.
