In response to the global energy crisis, the Household Support Fund was made available from 6 October 2021 to 31 March 2022 to support those most in need across England with the cost of:
- energy (for heating, lighting and cooking)
- water (for household purposes, including sewerage)
- other essential living needs such as food
The UK Government provided funding to 151 County councils and unitary authorities, under section 31 of the Local Government Act 2003. These subnational actors implemented support through a variety of instruments, including issuing grants to third parties, or providing vouchers to households.
