Technical Regulations of the Eurasian Economic Union "On requirements for transmission pipelines for the transportation of liquid and gaseous hydrocarbons" (TR EAEU 49/2020)

This technical regulation establishes mandatory requirements within the customs territory of the Eurasian Economic Union for main pipelines for the transportation of liquid and gaseous hydrocarbons during design (including engineering surveys), construction (reconstruction), operation, disposal (liquidation), as well as the rules for assessing their compliance. 

 

Requirements for the main pipelines include among others: “35. Main pipelines must be equipped with means for preventing accidents and incidents, localizing and eliminating their consequences, as outlined in design documentation. » 

 

«40. When operating the main pipeline, the following should be ensured:

b) control of the technical condition of the main pipeline, including technical diagnostics, control of leaks of liquid or gaseous hydrocarbons and dangerous gas concentrations in accordance with the design documentation, as well as performance control; 

c) implementation of measures to prevent possible accidents and incidents on the main pipeline, to localize and eliminate their consequences; 

d) compliance with the requirements for the prevention of emergency situations and the requirements for environmental protection in accordance with the legislation of the Member States; 

e) compliance with the indicators of energy intensity and energy efficiency of the main pipeline, determined in the project documentation.”
