Law 1931/2018
The law establishes the guidelines for climate change management in the federal government. This includes the different attributions of governmental entities in the topic.
The law allows the federal government to develop policy and regulatory approaches towards meeting climate international commitments (Art. 15). It also enables the development of integral plans for territorial climate change management (Art. 18). These plans seek to provide actions and measures towards greenhouse gas (GHG) mitigation and adaptation. The Ministry of Environment and Sustainable Development is in charge of enabling and guiding the development of such plans.
It also defines the basics for the development of a potential emissions trading system (Title IV). This set of articles do not limit the scope on CO2 only but leaves the opportunity to include other GHGs.
