Technical Regulations of the Eurasian Economic Union on the requirements for main pipelines for the transportation of liquid and gaseous hydrocarbons

This technical regulation establishes mandatory requirements within the customs territory of the Eurasian Economic Union for main pipelines for the transportation of liquid and gaseous hydrocarbons during design (including engineering surveys), construction (reconstruction), operation, disposal (liquidation), as well as the rules for assessing their compliance.  

The regulation covers primarily safety requirements, but also includes requirements for environmental protection.  In particular, while in operation, the regulation requires operators to ensure "control of the technical condition of the main pipeline, including technical diagnostics, control of leaks of liquid or gaseous hydrocarbons and dangerous gas concentrations in accordance with the design documentation, as well as performance control." The regulation also requires operators to comply with any requirements for environmental protection issued by the government.
