LAW No. 2019-1428 on the Orientation of Mobility

Under Section 73 objectives are set out to assist France in achieving the objective decarbonization of the land transport sector by 2050. These objectives include: 

  • A gradual increase in the share of low- and very low-emission vehicles among sales of new passenger cars and light commercial vehicles, making it possible to meet Regulation (EU) 2019/631 of the European Parliament and of the Council of 17 April 2019 setting performance standards for CO2 emissions for new passenger cars and for new light commercial vehicles, and repealing regulations (EC) No. 443/2009 and (EU) No. 510.2011
  • The end of the sale of new passenger cars and light utility vehicles using fossil fuels by 2040


Every five years from the publication of this law, the implementation of this article is the subject of an evaluation report by the Parliamentary Office for the Evaluation of Scientific and Technological Choices.
