Austria presided the 5th Ministerial Conference of the UNECE / WHO Pan-European Program for Transport, Health and Environment (THE PEP, 17-18 May 2021), to which 850 participants from 41 countries were present.

The central element of 2021's conference was the adoption of the Vienna Declaration, which includes the first pan-European master plan to promote cycling. The initiative aims to double cycling in the pan-European region by around 2030, which would result in around 8 million tonnes less CO2 by the target date, reduced air and noise pollution, and potentially the creation of 400,000 jobs.

Member states aim to create national cycling strategies, promoting the expansion of the infrastructure for active mobility, and taking cycling more into account in other policy areas such as health and spatial planning.
