Smart Mobility Strategy - ReFuelEU Aviation Strategy

Last updated: 29 February 2024

ReFuelEU is a proposal of new rules to bolster the production and use of sustainable aviation fuels. It is being implemented since the Green New Deal set out the need to reduce transport GHG emissions by 90% by 2050 (compared to 1990), and air transport is responsible of a significant part of these emissions.  The potential of sustainable aviation fuels is yet largely untapped, and the objective of this initiative is to boost supply and demand for sustainable aviation fuels (SAF) in the EU.

The proposed ReFuelEU Aviation rules include the following:

  • Obligation of aviation fuel suppliers to supply minimum 2% by 2025 and 70% by 2050 of SAF,
  • Obligation for aircraft operators departing from EU airport to refuel only with the amount of fuel necessary for the flight to avoid emissions caused by additional weight and carbon leakage from tankering practices,
  • Obligation for airports to ensure that the refuelling infrastructure is fit for SAF distribution.

As of May 2023, the proposal awaits a formal approval of the EU legislative bodies.
