National Greenhouse and Energy Reporting (Safeguard Mechanism) Rule 2015

The Safeguard Mechanism commenced on 1 July 2016 and provides a framework for Australia’s largest emitters to measure, report and manage their emissions, including methane emissions. It places legislated emissions limits, called baselines, on facilities that emit more than 100,000 tonnes of carbon dioxide equivalent per year. Facilities are required to keep their net emissions at or below their baseline, which encourages them to manage their emissions. Baselines are intended to support business growth while encouraging lower emissions production. The Safeguard Mechanism applies to around half of Australia's emissions. It covers a range of sectors including mining, oil and gas, manufacturing, transport, waste and electricity generation. The Clean Energy Regulator administers the Safeguard Mechanism and publishes information relating to the operation of the scheme.
