Oil and Natural Gas Pipeline Protection Law

This Law has the purpose of protecting oil and natural gas pipelines, ensuring the safety of oil and natural gas transmission, national energy safety and public safety. It does not apply to the protection of urban gas pipelines, and pipelines within factory areas of oil refining, petrochemical and other enterprises.

 

A pipeline enterprise shall abide by this and other pertaining regulations on relevant planning, construction, safety, quality and environmental protection. It shall execute compulsory requirements of national technical norms, establish sound operational procedures for the protection of pipelines, publicise the knowledge of pipeline safety, and accept the supervision of the government and its relevant departments so as to ensure safe operation of pipelines.

 

Moreover, this legislation states that the planning and construction of pipelines shall conform to the requirements for the protection of pipelines and accord with the principles of safety, environment-friendliness, efficient land use, economy and rationality. Pipeline enterprises shall further establish and improve pipeline inspection and protection systems, and have qualified technicians conduct daily inspections and protect pipeline routes. If a pipeline patrol discovers any situation or hazard endangering pipeline safety, they shall handle and report it in a timely manner. 

 

Pipeline enterprises shall also regularly conduct testing and maintenance on pipelines to ensure that these function properly. Special monitoring must be conducted on sections and areas of pipelines that pose greater security risks, and effective measures shall be adopted to prevent pipeline accidents.

 

The regulation also defines applicable administrative sanctions.
