Recovery and resilience plan / CTD / Energy efficiency in buildings/ Long-term strategy for building renovation (ELPRE)

Last updated: 23 March 2022

Portugal submitted its recovery and resilience plan to the European Commission, as part of the EU Recovery and Resilience Facility.

The plan is composed of 20 different components that are structured in three main dimensions (Resilience, Climate transition, and Digital transition).

The dimension of climate transition includes four components that can be considered as directly relevant for the energy sector. This initiative is part of the component related to energy efficiency in buildings (Component 13).

The long-term strategy for building renovation (ELPRE) by 2050 was approved nationally in February 2021 and sets indicative targets to 2030, 2040 and 2050, involving a total investment of EUR 143 million by 2050 or EUR 4,78 million per year. It draws the pathway to achieve a reduction of 45-55% of GHG emissions by 2030, 65-75% by 2040 and 85-90% by 2050.
